After watching this go watch Thomas Partey then you will know Rice is a learner compared to the King of midfield. Partey is miles apart.
I see rice as number 6 than xhaka advance 8 role here, he can stay with defender and make some big tackles, he hardly get a card, and he can go forward anytime in a match 🔥
I can see he has similarity to Partey probably a bit more or less. Arteta can improve him anyway as long as he is willing

Rice is great, but I feel we can get someone like Mac Allister from Brighton for cheaper with the same skillset (that is if he replaces Xhaka). If he plays in Xhakas place, then either a Caicedo or Zubimendi will be amazing to replace Partey.
Ngl I like Rice and I can see him fitting in our side perfectly under Arteta- that being said I still prefer Palhinha.
