Sorry Ake is Dutch not English my mistake but he is 100% a home grown player that would be registered as HG as per the Premier League Home grown ruling. This is due to Ake playing for Chelsea for more than 3 seasons before his 21st birthday. Nationality not important to City's squad, home grown is.
