There are also far too many of them that like to see themselves on tv and like to put themselves at the centre of the story in games. In the 80s and 90s, if you asked the average football fan to give the names of 5 top flight referees, 99% of them would struggle. Nowadays they get talked about as much as the players, its an ego trip for them and they face no serious repercussions for heinous errors.
