Sosa was all set to be become a German international, but all processes were cancelled at the last minute because he'd contravened some little-used ruling connected to an under age game for Croatia. It was a bit of a mess at the time and both he and the German FA were criticised for not being aware he was ineligible for Germany all along.
Germany national team did not decline offer, they thought he could play and Sosa accepted but UEFA rejected this deal because he was playing for Croatia U18 (or it was similar reason). So, Germany was surprised, obviously they did not check law in details.
