Every table I have looked at online has Wales placed 2nd in Group A, except Sky's table, where they are 3rd. Does anyone know what the rule is here?

Mark Bowen clearly doesn't really know the situation between Turkey and Azerbaijan, ok most outsiders don't know it so all good.
It's not like in Azerbaijan there many Turks, there are more Russians, Lezgins, Talysh, Armenians, Avars in Azerbaijan than Turks, it's just that the people are very close, Azeri language is close to turkish, the Azeri people are Turkic people but most importantly Turkey always had the back of Azerbaijan, when they lost a war against Armenia in the 90s, even when turkey were super poor and had lots of inner conflicts and when Azerbaijan won a War last year over the territories they lost in the 90s. The Relationship between these Nations is similar to Wales and England i'd say.
Baku is 100% a home game for Turkey, maybe even more so than if the game had been played in some Turkish cities.
