I think Mount and Sabitzer are similar player. Sabitzer would cost 22m where mount 70-80m! only advantage is Mount is younger. My opinion is eeping Sabitzer better option. Spend that extra money on a no9!
Mount is good but even at his best I don't see him as a better player than Rabiot. Manchester United weakness this season was literally depth and they did not have another game plan if Rashford is off the field.
-Defense: In defense United need that 4th quality and young CB, since Baily, Brandon Williams, Jones, Maguire are definitely leaving the funds to get a top player in the caliber Ndicka, Kim Min Jae or one of my favourites Anel Ahmedhodzic seems doable. Bisakka and Dalot are doing decent at rightback and at leftback Shaw and Malacia needs to be better next season. -Midfield: Scotty, Donny & Sabitzer are leaving so It's possible to go for both Mount AND Rabiot (Highly unlikely)..But with Bruno being inconsistent for the 1st half of the season and Casemiro getting carded every 2 games it is not a long shot to aim for both players. Also Kokcu would not be a bad player to look at if the Rabiot or Mount transfer collapse. -Attack: Weghorst, Sancho, Elanga and Pellistri are leaving and with Diallo coming back from loan the aim for United is to get a top notch goal scorer. Players such as Kolo Muani(Eintracht Frankfurt), Osmihen (Napoli), Kane (Spurs), Gimenez (Feyenoord) or Hojlund (Atalanta) would be ideal #9 for United.
