If the Canadian had just continued his run and knocked the Scot over, that would have been fine, because yes, the Scot had put himself in that vulnerable position to make the tackle. The Canadian could even have dropped his shoulder in anticipation of the collision, and then that would have been a tricky decision for the ref.
But he hit the Scot's head by moving his elbow to hit him. Easy decision.

Terrible call. What a shame. it would have been epic to see Canada defeat Scotland in a test. Always Good for Rugby when something like that happens.
