La Cámara de los Comunes de Canadá aprobó por unanimidad el Proyecto de Ley S-223 para combatir la sustracción ilegal de órganos humanos y el tráfico con 324 votos el 14 de diciembre de 2022. El proyecto de ley se considera una base legal importante para la represión de Canadá contra la sustracción forzada de órganos a personas vivas.
El Proyecto de Ley S-223 fue patrocinado originalmente por la senadora Salma Ataullahjan y propone fortalecer la regulación de Canadá sobre el tráfico de órganos humanos mediante la enmienda del Código Penal para crear nuevos delitos contra el tráfico de órganos humanos y la expansión de la jurisdicción extraterritorial para el nuevo delito. El proyecto de ley también busca enmendar la Ley de Inmigración y Protección de Refugiados para prohibir que los residentes permanentes o extranjeros ingresen a Canadá si se dedican a la extracción y tráfico de órganos sin consentimiento informado.
