The ball jumped on an uneven surface higher than expected. Its a shot that catches 90% of amateur keepers. But its a pro. His hands werent set for a catch nor a deflection. Also, for boubncing balls you should either extend AFTER the bounce OR put as much hands between goal and ball. He did neither. Bad technique invites mistakes. Its mostly his fault.
Muslera didn't even need to dive for the ball. It was a slow hit ball and very close to him, he was trying to make it look like an awesome save for the crowd and it ended in the worst way possible. Unfortunately for Muslera thats going to be his legacy, know for that one awful mistake. That's Karma for you!
In 2011, Muslera was a saving grace against Tévez, helping Uruguay win the Copa América; in 2018, despite his mistake for the 2-0, they lost anyway, and while everyone blames the goalkeeper, a team that does not score clearly has bigger problems.

It seemed to be the problem of the defenders more than Muslera. In all three matches, defenders didn't clear the ball effectively. In this match, the ball seemed to be bouncy unexpectedly. It's not surprising he couldn't catch the ball. The thing is …. they only lost one goal in the first half and they could easily draw or win the match by second half. But in the second half they were hot-headed and played badly.
